CSA Announces New Certification Program for Electric Vehicle Supply Equipment

CSA, a leading testing and certification organization, today officially announces a new service offering to test and certify electric vehicle supply equipment (EVSE) for use in Canada. The new program is based on Technical Information Letter (TIL) interim ESVE requirements that will serve as a basis for certification until full standards are finalized and approved by the Standards Council of Canada (SCC).

“This new ESVE testing and certification program with Canadian-specific requirements demonstrates CSA’s commitment to providing support to new and emerging technologies that help address climate change issues,” said Hélène Vaillancourt, Executive Vice President, Science and Engineering, CSA Group. “By helping manufacturers bring tested and certified alternative energy products to market quickly, CSA is laying a path for manufactures to meet the fast-paced global demand for new alternative energy technologies.”

A Technical Information Letter (TIL) is a requirement recognized by the SCC that is able to act in place of a full standard for certification purposes. As new and complex technologies emerge, it takes time to assess their impact and introduce them into existing standards or develop new standards. As a result, the standard development process may take time to complete. In the short term, a TIL can act as a method of new technologies gaining market acceptance. This newly announced program is available by testing applicable products to interim Canadian requirements of TIL D-33 Component Acceptance Service for Charging Circuit Interrupting Devices/Line Isolation Monitors for use in Electric Vehicle Supply Equipment, and TIL I-44 Interim Certification Requirements for supply equipment for electric vehicles with inputs and outputs rated 600 V or less.

Both TILs were released in June 2011 and CSA International then began the process of creating an interim testing and certification program. The first company to receive a certification under the program is AddÉnergie of Québec for its electric vehicle and hybrid plug-in charging station. Testing and certification for the AddÉnergie plug-in charging stations served as a pilot project to refine the needs of the program for the new technology. An official standard for EVSE is scheduled for release in 2012 that will harmonize the standard between Canada, The U.S. and Mexico.

In addition to the new program for EVSE, CSA also recently announced a new laboratory in Cleveland, Ohio to test and certify hydrogen vehicle fueling components for alternative energy vehicles. As alternative energy options become increasingly more commercialized, CSA is strategically positioning itself to meet the current and future demands of the global automotive manufacturing sector. In Europe, CSA announced the acquisition of mikes-testingpartners gmbh with facilities specially equipped for the EMC testing of automotive products – from complete vehicles down to Electronical Sub-Assemblies, and it announced the acquisition of emitel AG, specializing in electromagnetic compatibility (EMC) vehicle testing and assisting manufacturers in the fulfilment of their regulatory automotive requirements for electric vehicles, motor cycles and their various components.
