Argentina (ENACOM) Resolution Update 793/2019

Effective February 13, 2019

ENACOM issued resolution 793/2019 updating the cellular standard ENACOM-Q2-61.03.

Currently, no labs are authorized by ENACOM to perform cellular testing in Argentina. ENACOM has been accepting foreign reports FCC, ANATEL, IFT, etc.  While the cellular bands are available in Argentina, they may be not available in other major countries.  ENACOM has decided to allow Declarations of Conformity referencing compliance with the ENACOM-Q2-61.03.

In this resolution ENACOM added the options:

• To approve products in Argentina using frequencies not allocated by FCC/ANATEL/IFT or similar, ENACOM will accept a Declaration of Conformity referencing compliance with ENACOM-Q2-61.03 standard. This option will be available until at least two local labs get authorization to test these frequencies.
• For those frequencies tested by FCC/ANATEL/IFT or similar, the procedure will be the same.

Renewals of applications done under the conditions established in the preceding Article, the test reports issued by an ENACOM accredited lab must be provided.

Canada (ISED) RSS-130, Issue 2

 Effective February 8, 2019

Canada ISED published the following new standards:

• RSS-130 Issue 2, Equipment Operating in the Frequency Bands 617-652 MHz, 663-698 MHz, 698-756 MHz and 777-787 MHz – sets out certification requirements for all equipment operating in the frequency bands 617-652 MHz, 663-698 MHz, 698-756 MHz and 777-787 MHz.
• RSS-196 Issue 2, Point-to-Multipoint Broadband Equipment Operating in the Band 512-608 MHz for Rural Remote Broadband Systems (RRBS) (TV Channels 21 to 36) – sets out certification requirements for equipment employed in Rural Remote Broadband Systems (RRBS) to provide point-to-multipoint fixed wireless access broadband radio communication in the band 512-608 MHz (TV channels 21 to 36).

Certification Bodies have one year from the date of publication to amend their recognized scope of accreditation to reflect the new release of this standard in accordance with ISED procedures for conformity assessment bodies.

CANADA (ISED) Decision on New Requirements for Wireless Device Testing Laboratories

Effective March 15, 2019

Canada ISED recently revised several documents to reflect new requirements and procedures regarding test lab accreditation and recognition. The new requirements will become effective in one year. Starting from March 15, 2019, Certification Bodies must accept test reports only from testing laboratories that are recognized by ISED and listed on the Conformity Assessment Bodies webpage.

Canada Minister of National Resources Released Regulations Amending Energy Efficiency Regulations 2016: SOR/2018-201

Effective October 10, 2018

The amendment contains additional requirements for energy-using products. Among the important amendments, Ministry of National Resources now requires the use of a nationally recognized verification mark which may be placed on the product package especially in cases where the products are too small to hold a label.

2 (1) Subsection 4(2) of the Regulations is replaced by the following:

Location and visibility

(2) The verification mark must be readily visible on the surface of the energy-using product. However, in respect of the following energy-using products, the verification mark may be on the exterior of the product’s package:

(a) a CFL;

(b) a general service lamp;

(c) a modified spectrum incandescent lamp;

(d) a general service fluorescent lamp;

(e) a general service incandescent reflector lamp;

(f) a battery charger; and

(g) an external power supply.

Chile

Chile New Resolution and Test Protocols for Electrical and Gas Products

Effective February 5, 2019

The Electricity and Fuel Board (SEC) issued new Resolutions and Test Protocols to request mandatory certification for specific electrical and gas products aimed to be imported and sold in Chile. These Resolutions and Protocols establish the applicable testing and certification requirements for each product in terms of Energy Efficiency and Safety, mostly based on IEC standards for electrical products and on UNE EN ISO standards for gas products.

Below is the list of products that must present a valid CoC issued by an accredited Certification Body recognized by SEC as well as the effective dates per product.

India

India (WPC) Equipment Type Approval Through Self-Declaration for Certain Categories of Wireless Equipment in License Exempt Bands

 

Effective February 26, 2019

India WPC authority issued the new regulation on Equipment Type Approval (ETA) requirement for certain categories of wireless equipment operating in license exempt bands with low transmission power which are exempted from import licensing requirement as per the import policy of DGFT.

ETA through self-declaration is permitted for commercial / finished products such as mobile, computing devices such as mobile handsets, smart phones, electronic notepads, laptops, smart watches, and short range devices including accessories, microphones, speakers, headphones, earphones, printers, scanners, cameras etc.

The importer or Authorized Indian local representative shall self-declare at India Customs.

India (TEC) Regulation on Mandatory Testing and Certification of Telecom Equipment (MTCTE) Implementation 

 Effective March 12, 2019

TEC has implemented Mandatory Testing and Certification of Telecom Equipment (MTCTE) for telecom products to be sold in India. It has been decided that certification of all telecom equipment under MTCTE shall take effect from August 1, 2019

India Marking of BIS Website Reference on Registered Products

Effective March 1, 2019

Further to the notification by Bureau of Indian Standards (BIS) on August 31 2018, it is mandatory to provide a reference of the website of BIS so that consumers may verify the authenticity of the standard marked product.

The guidelines for marking of the BIS website:

• BIS website reference shall be marked as bis.gov.in and same shall meet all the requirements as applicable to that of registration number marked along with standard mark.

 

• BIS website reference shall be provided, wherever the standard mark is marked.

India (BIS) Revised Standards for Secondary Batteries

Effective March 11, 2019

BIS has issued a new guideline for implementation of Revised Standards IS 16046 (Part 1): 2018/IEC 62133-1: 2017 and IS 16046 (Part 2): 2018/ IEC 62133-2: 2017 superseding IS 16046:2015/ IEC 62133: 2012 – Secondary Cells and Batteries containing alkaline or other non-acid electrolytes.

The last date for implementation of the Revised Standards is March 14, 2020 after which the old Standard IS 16046:2015/IEC 62133: 2012 shall be withdrawn.

New Standards:

• IS 16046 (Part 1): 2018/ IEC 62133-1: 2017 – Secondary Cells and Batteries Containing Alkaline or Other Non-Acid Electrolytes — Safety Requirements for Portable Sealed Secondary Cells and for Batteries Made from Them for Use in Portable Applications Part 1 Nickel Systems

 

• IS 16046 (Part 2): 2018/ IEC 62133-2:2017 – Secondary Cells and Batteries Containing Alkaline or Other Non-Acid Electrolytes — Safety Requirements for Portable Sealed Secondary Cells and for Batteries Made from Them for Use in Portable Applications Part 2 Lithium Systems

The guidelines for implementation of the revised standards:

• Applications for Grant of Licence (GoL) or Requests for Change in Scope of Licence (CSoL) already submitted in BIS shall be processed as per old version. New applications for GoL/ CSoL as per old version shall be accepted only up to February 14, 2020
• For GoL / CSoL applications processed as per old version, manufacturers shall switchover to new version on or before March 14, 2020 failing which such application(s) for GoL/CSoL shall be processed for closure/rejection as per norms. Beyond March 14 2020, no registration shall be granted as per old version
• New applications for GoL may also be submitted as per new version

Indonesia (SDPPI) Update on Acceptance of EMC Reports from ISO 17025 Labs

SDPPI announced that they would extend the acceptance of EMC test report until March 31, 2019 due to EMC labs are still overloaded.

 Japan

Japan (VCCI) Closing of Registration Application According to Rules V-2 (Compliant with CISPR2)

 

Effective March 29, 2019

VCCI will no longer be accepting registration according to Rules V-2 (compliant with CISPR22) as of the end of March 2019.

Registration Application according to Rules V-2 will be accepted until Japan Standard Time 17:00 on Friday,  March 29 2019.

After April 1, 2019, product shall be registered according to the Rules VCCI32-1 (after conformity verification testing according to Technical Requirements VCCI-CISPR 32 compliant with CISPR 32 Ed.2).

Japan Amendment of Regulation Related to Wireless LAN (WLAN) SYSTEM (2.4/5.2/5.3/5.6GHz band)

Proposed date of entry into force June or July, 2019

Japan has proposed a revision of regulations for radio equipment to Ministerial Ordinance. Reasons for amendment are that Japan needs to improve efficiency of Wireless LAN (WLAN) connections, considering the current increased traffic of the mobile communications in Japan. To meet these demands, Japan will arrange the technical regulations of the WLAN System for the expansion of use the WLAN system with IEEE 802.11ax support.

Malaysia

Malaysian Communication and Multimedia Commissions (MCMC) Released a New Class Assignment

Effective February 7, 2019

Main changes of this class assignment are:

Saudi Arabia (SASO) Implemented Saudi Product Certification Scheme (SALEEM)

 Effective January 1, 2019

SASO implemented Saudi Product Certification Scheme (SALEEM) and launched the SABER platform for online certification. This new program would replace the former SASO CoC program.

Importers must now initiate the certification request online for those Regulated Products that they intend to import by accessing SABER. They can register the Regulated Products and choose one of the SASO Approved Notified Bodies to process their request.

Taiwan

Taiwan (BSMI), Proposal for Amendment to the Legal Inspection Requirements for Electric Cookers

Proposed date of implementation January 1, 2020

Electric Cookers have been subject to mandatory inspection under the Commodity Inspection Act by the Bureau of Standards Metrology and Inspection since 25 May 1972. To enhance consumer protection and promote efficiency of energy use, the BSMI proposes to adopt the latest version of standards for inspection. In addition to that, electric cookers with an inner pot to cook rice and a capacity less than 10L, compliance with Section 6.5 “Heat efficiency test” and Section 7 “Marking” of CNS 2518 (2016) is required.

The conformity assessment procedures remain the same, i.e. Registration of Products Certification (RPC) or Type-approved Batch Inspection (TABI).

Taiwan (BSMI), Amendment to Legal Inspection Requirements of Electric Storage Tank Water Heaters and Air Conditioners with Hermetic Type Compressor

Proposed date of implementation July 1, 2020

BSMI has proposed to adopt the latest version of standards for the inspection of safety and electromagnetic compatibility features of electric storage tank water heaters and air conditioners with hermetic type compressor.

The followings are excluded from the scope:

• Water heaters and air conditioners built in with a USB connection port with the main input voltage of 5V direct current (DC) but not attached cigar lighter power supply
• Water heaters using only three-phase voltage supply
• Water heaters and air conditioners powered only by dry cell batteries

The conformity assessment procedures remain the same, i.e. Registration of Products Certification (PRC) or Type-approved Batch Inspection (TABI).

United Kingdom

United Kingdom UKCA Mark

 

Effective March 29, 2019

 

The UKCA (UK Conformity Assessed) marking will be the new UK product marking, and replace the CE marking on certain products being placed on the UK market if approved.

The new UK conformity marking is still subject to parliamentary approval. Manufacturers will need to apply the new product marking to products sold on the UK market, only in cases when the CE marking will not be legally allowed for demonstrating compliance with the legal requirements.

UKCA marking should be attached to the product itself. However, depending on the product type and guidance requirements, the mark may sometimes be placed the packaging or instructions.

The general rules are:

• UKCA markings must only be placed on a product by you as the manufacturer or your authorized representative (where allowed for in the relevant legislation)
• When attaching the UKCA marking, you take full responsibility for your product’s conformity with the requirements of the relevant legislation
• You must only use the UKCA marking to show product conformity with the relevant UK legislation
• You must not place any marking or sign that may misconstrue the meaning or form of the UKCA marking to third parties
• You must not attach other markings on the product which affect the visibility, legibility or meaning of the UKCA marking
• The UKCA marking cannot be placed on products unless there is a specific requirement to do so in the legislation
